A regular meeting of the Executive Committee of the Uzbekistan Rugby Federation
On September 18, 2020, a regular meeting of the Executive Committee of the Uzbekistan Rugby Federation was held in the videoconferencing mode (ZOOM platform).
It discussed issues on the implementation of the Resolution of the President of the Republic of Uzbekistan PD-4500 “On measures to develop rugby in Uzbekistan” from the moment of its adoption. Secretary General of the Rugby Federation K. Djalilov spoke about the completed points, expressed his opinion regarding the solution of some problematic circumstances that impede the implementation of the specifically designated goals for the development of rugby in the Republic of Uzbekistan. In particular, the envisaged design and construction of a sports base of the Rugby Federation of Uzbekistan in the village of Charvak, Bostanlyk district of Tashkent region, approved by the Decree of the President of the Republic of Uzbekistan dated March 5, 2018 № PD-5368, and by the Decree of the President of the Republic of Uzbekistan PP-4500 dated October 29, 2019, should was included in the “Address Program”. However, this has not been done for 2020 and inclusion in the Address Program for 2021 is under threat.
Pursuant to the Decree of the President PD-4500 “On measures to develop rugby in Uzbekistan” at the National University of Uzbekistan named after Mirzo Ulugbek opened a rugby branch and recruited students for the 2020/2021 academic year. Unfortunately, it can be stated that today the Rugby Federation does not have its own base for training national teams. Therefore, at the meeting of the Executive Committee, the issue of assignment the stadium of the sports complex of the National University as the main base of the Rugby Federation was raised. However, for full functioning, it is necessary to allocate funds for the capital reconstruction of this sports base in order to be able to conduct full-fledged training sessions.
To achieve high performance by our athletes, it is necessary to create favorable conditions. “For successful development, each rugby team needs at least 70 games a year,” said URF General Secretary K. Djalilov. Comprehensive issues were discussed on the organization and conduction of competitions including Championship of Uzbekistan, the Cup draw, the championships “U-20”, “U-18”, “Student League”, as well as classic rugby-15. An exchange of views took place on the introduction of tag-rugby sections into the educational programs of schools in the republic in order to create a strong base of qualified players and coaches in rugby-7.
Organizational issues were discussed at the meeting of the Executive Committee. Narbaev Alisher Tukhtaevich, Deputy Minister of Defense of the Republic of Uzbekistan, was elected to the position of First Vice-President of the Uzbekistan Rugby Federation, Dumaev Fayzulla Suvankhanovich, Vice-Rector of the National University of Uzbekistan, was elected a member of the Executive Committee. It was decided to convene the next Conference of the Rugby Federation.
